Monitoring & Evaluation
A major issue faced by the global community is the lack of reliable and comparable cross-national data on the state of literacy. UNESCO works to create viable systems to define, monitor and evaluate literacy levels and acquisition at the national and international level. UNESCO not only monitors global literacy levels, but it is also evaluating the effectiveness of literacy programmes currently underway as well as the impact of increased literacy levels. UNESCO’s major initiatives for literacy monitoring and evaluation are:
Non-Formal Education Management Information System

UNESCO
collaboration with the UNESCO Institute for Statistics, UNESCO has developed an easy-to-use Non-Formal Education Management Information System (NFE-MIS). The system provides a practical and internationally applicable approach which enables countries to generate meaningful statistics on non-formal education. More
Literacy Assessment and Monitoring Programme
The UNESCO Institute for Statistics Literacy Assessment and Monitoring Programme (LAMP) gathers quality data on literacy in developing countries through innovative new national household surveys. LAMP also provides training to local authorities and institutions, in order to strengthen local statistical capacity. More
Education for All Global Monitoring Report
The annual EFA Global Monitoring Report assesses how well countries and regions are doing to reach the six goals agreed upon in Dakar, Senegal, in 2000. Providing in-depth statistics and analysis, the independent report monitors all EFA goals, including goal N°4 to increase global adult literacy rates by 50% by the year 2015. More
UNLD Mid-Decade Review & LIFE
Both the UN Literacy Decade (UNLD) and UNESCO’s Literacy Initiative For Empowerment (LIFE) have integrated monitoring and evaluation components into their global strategies. More
