Strategy
Guided by the newly developed Strategy for TVET, UNESCO, as the only United Nations agency whose mandate covers the development of the whole education sector, will promote TVET and skills development for the world of work within a broader framework of lifelong learning. Recognizing the multiple locations of technical and vocational skills development and that the Organization’s niche lies with its cooperation with ministries of education, UNESCO will concentrate primarily on secondary and postsecondary TVET, as well as on TVET in non-formal settings. Its work will be divided into three core areas:
(1) provision of upstream policy advice and related capacity development,
(2) clarification of the concept of skills development and improvement of monitoring, and
(3) clearing house-related actions and informing the global TVET debate.
