Provide upstream policy advice and develop capacity at the country level
Develop and review comprehensive national TVET policies
- Building national capacities to undertake subsector diagnosis and policy analysis, and to preparing comprehensive national TVET plans aligned with the national education system.
- Assistance in the development of standards for various types and levels of training, certification and quality assurance based on systematic monitoring and assessment.
- Providing UNESCO’s policy review and advice on TVET to 15-20 countries in order to accelerate progress toward the EFA goals.
Establish coherent and cooperative multilateral approaches
- Promoting a holistic approach to TVET in order to overcome the fragmentation of many national TVET strategies by harmonizing interventions with key partners on the country level.
- Assistance to Member States to coordinate all in-country partners, including civil society, the private sector, unions and teacher and trainer organizations.
- Facilitating regional cooperation through the use of existing UNESCO regional networks and the UNEVOC global networks.
