Objectives
- To constitute centers of excellence intended for specialized studies and advanced research with the support of the international community.
- To strengthen the existing sub-regional, regional and interregional co-operation networks among higher education and research institutions and to create new networks where it would be necessary.
- To give a global dimension to the twinning agreements and other forms of cooperation between higher education institutions of industrialized countries and higher education institutions of developing countries.
