Some 1,200 participants, representing all world regions, are expected to take part in the 2009 World Conference on Higher Education, which is an invitation-only event.  As a Category IV meeting according to UNESCO classification, the Conference will bring together different stakeholders, namely:

- representatives nominated by UNESCO Member States; 
- representatives of UN Agencies and other Intergovernmental Organizations;
- representatives of Non-governmental Organizations and Civil Society;
- participants from the private sector;
- individual experts.

The working languages of the meeting will be English and French both in the plenaries and in the parallel sessions.  There will be simultaneous interpretation into English, French, Spanish, Arabic, Russian and Chinese in the plenaries.

An Information Paper outlines the modalities in which the work of the meeting will be conducted.

All individual requests for participation in WCHE 2009 made before 18 June 2009 were carefully examined by the Executive Secretariat. The final selection of participants was based upon criteria such as relevance to WCHE themes and objectives, gender and geographical balance and the number of places available. UNESCO regrets that requests made after June 18th, 2009 cannot be considered.
