The highly successful conference of the first
Global Higher Education Forum, Malaysia 2007 (GHEF 2007) brought
together about 350 higher education leaders, scholars, policy makers,
and administrators from over forty countries. The theme of the
conference was Knowledge
and Relevant Human Resource Development with
three sub-themes:
- Global Mobility, Access and Equity in Higher Education
- Governance, Leadership and Quality of Higher Education
- Transnational, Cross-border Education and Lifelong
Learning
Organized jointly by the Ministry of Higher Education in Malaysia, the
National Higher Education Research Institute (IPPTN) and the
International Association of Universities, the conference offered many
opportunities to network and hear some excellent presentations at the
three plenary sessions and six parallel workshops.
The Plenary Sessions covered the following:
- Access, Equity and the Role of ICT,
- Governance, Leadership and Quality of Higher
Education,
- Global Higher education Market: Academic Mobility,
Transnational and Cross-Border Education.
An opening declaration by the Minister of Higher Education, His
Excellency Dato' Mustapa bin Mohamed, that “individual potential must
be realized at all times” set the stage for much debate and lively
discussions during the plenary sessions, the numerous workshops but
also over coffee and during the social activities.
The keynote presentation entitled Globalization:
What Does it Mean for
Higher Education was given by Professor Deepak Nayyar, member of
the
National Knowledge Commission in India, former Vice Chancellor of Delhi
University and the Vice- President of the International Association of
Universities. In a much appreciated address, Professor Deepak set the
stage and framed the major issues to be discussed during the Global
Forum. He underlined that “in a world of unequal economic and
social opportunities higher education provides the only access to
faring better, whether we think of people or of countries.” Moreover,
he added “We should not allow markets and globalization to shape higher
education. Instead, we should shape our agenda for higher education so
that we can capture the opportunities and avoid the dangers unleashed
by markets and globalization.”
The numerous workshops were well positioned, supplementing the
preceding plenary sessions and offering an opportunity to debate the
plenary issue in greater depth. For instance, following on the plenary
session on Access, Equity and the Role of ICT, Professor Supachai
Yavaprabhas from SEAMEO-RIHED spoke of the organization’s approach to
the issue in south-east Asia. His experience and perspective in this
region was enriched by a fascinating country specific presentation by
Professor Shyam Menon on India.
The plenary and workshop sessions included presentations from UNESCO, a
regional intergovernmental organization, and universities from Asia,
Africa, Europe and North America. Some workshops titles included ICTs:
A Response to Needs of Access and Success, Global Higher Education
Market: Moving the People, Governance and Leadership in Higher
Education, and Quality of Higher Education.
The Malaysian hosts created a warm and enticing backdrop which
contributed to the overall success of the conference by providing ample
opportunities for networking and an evening of vibrant artistic
performances with traditional as well as non-traditional music.
The conference was so successful that the Ministry of Education in
Malaysia hopes to make the Global Higher Education Forum into an annual
event.
IAU was honored to partner with the Ministry and the IPPTN in this
inaugural event and is grateful for the support it received from all
