Open content and open source software for education
> In brief
In 2002, UNESCO coined the term, Open Educational Resources (OER). OER refers to the “open provision of educational resources enabled by information and communication technologies, for consultation, use and adaptation by a community of users for non-commercial purposes”. It includes open content, as well as software tools and standards.

  If content and software can be shared openly and freely, then educators and learners worldwide will benefit. Educators can review, adapt and translate content for their own teaching and institutional setting. Learners can access materials for independent study. Software can be shared, adapted and translated for local use.

To support reflection and discussion on this important philosophy and the developments flowing from it, IIEP is supporting two international Communities of Interest.
Open Educational Resources (OER)
  A community of over 500 members from 90 countries is discussing the important issues related to the promotion, development and use
of OER.

  Free and Open Source Software (FOSS)
  Formed in 2004, a Community of Interest of 290 members from 60 countries continues to share information, experience and expertise related to the use of FOSS in education

  In September 2007 the community was transferred to UNESCO's Communications & INformation Sector, home of the UNESCO FOSS portal.
