IIEP and ministries of education in the region started co-operating as early as 1991, in the form of quality-focused training.
The Initial Educational Policy Research Project started in 1995
In the first stage, IIEP trained educational planners from one nation to undertake a large-scale national study of the quality of education. This was then replicated, with seven ministries and the IIEP working as equal partners.
Main issues explored were: baseline indicators for educational inputs and the conditions of schooling, equity, and the study of outcomes.
A second project organized training in computer-based methodologies
The data collection procedures were trial-tested, and full-scale national data collections were undertaken in the year 2000.
The project is being extended to include mathematics assessments. It will enable direct comparisons of the conditions of schooling and student educational outcomes. A data archive for the project has been completed and is available in CD-ROM and Zip-file format.
From five to fifteen ministries of education: an efficient model of development
Recent years have seen SACMEQ grow and emerge as an autonomous international organization. Steps will now be taken with the Director of SACMEQ so as to:
- improve SACMEQ services
- broaden its funding base
- reduce IIEP involvement in SACMEQ's daily action
