Teacher policies
Ensuring all classrooms are staffed with competent teachers
Effective teachers are critical for good quality education – and more are needed
The Education for All Global Monitoring Report shows that if universal primary education is to be achieved by 2015, the number of additional teachers that will be needed worldwide ranges from 15 to 35 million.
Beyond numbers, it is necessary to ensure that:
- the teaching profession attracts the most talented candidates
- they develop the necessary competencies to effectively carry out their tasks
- they are posted where needed
- effective teachers are retained
Supporting countries in the search for effective teacher policies
Since 2004, the teacher policy research programme at IIEP continues to:
- address issues related to the attraction, development, hiring and retention of competent teachers
- review international teacher policy trends and identify innovations and best practices
- assess the impact of ‘contract teachers’ on the system
- examine the effect of decentralization on the teaching profession
- explore alternative teacher policy strategies to address EFA challenges
- build capacity for teacher policy analysis and development
This programme notably builds on previous research on teacher management.
