Better understanding educational costs

Knowing the pattern of costs and the sources of funds is essential for defining policies

Many countries do not have full knowledge of how much their education system costs
Education is funded from different sources - the state, local communities, families as well as NGOs and external partners. A complete and coherent appraisal of educational costs entails collecting and processing statistical, accounting and budgetary data, as well as putting together and consolidating information on financial flows.

Assisting in the development and use of relevant concepts and methods
The Institute will guide Member States in the analysis of financing mechanisms, in collecting financial data, and in setting up the analytical framework that helps give a global view of educational expenditures.
The methods used must help countries to produce a steady flow of statistical information on expenditure for education, in conformity with international practice.
