Policy issues - What are they? And whose are they?
Supporting interaction through discussion forums

In 2003, IIEP began to organize a series of international Internet discussion forums focusing on key issues related to the use of ICT in higher education. The forum series grew out of the IIEP web publication, The Virtual University: Models and messages, which resulted from a study of the policy, planning and management issues associated with the virtual university and e-learning. The forum series has built on the success of the web publication and complements it as an innovative dissemination tool. The forums have proved effective in stimulating reflection, debate – and action – for over 1,000 higher education stakeholders worldwide.

The first forum took place in early 2004. Based directly on the web publication, it considered policy issues for virtual universities. Two subsequent forums have focused on the related issues of Free and Open Source Software (FOSS) for e-learning (June 2004) and Open Educational Resources (OER): open content for higher education (October/November 2005).

The FOSS and OER groups have continued to interact on a more informal basis as international Communities of Interest. Both are open to new members – for more information follow the links on the menu to the left.
