Outcomes of the 3rd World Congress of Biosphere Reserves: Biosphere Futures, UNESCO Biosphere Reserves for Sustainable Development (4-9 February 2008 - Madrid)
 

 

 

The 3rd World Congress of Biosphere Reserves "Biosphere Futures: UNESCO Biosphere Reserves for Sustainable Development" was held in Madrid, Spain from 4 to 9 February 2008. The Congress gathered over 800 participants: representatives from biosphere reserves, private and state institutions working with them and civil society organizations. The International Coordinating Council of the Man and the Biosphere Programme (MAB ICC) held its 20th session during the Congress.

The Congress and the MAB ICC adopted the Madrid Declaration calling for capitalization of "the potential for action of biosphere reserves to address new challenges" such as the loss of traditional knowledge and cultural diversity, demography, loss of arable land and climate change.

The Madrid Action Plan mapping out the MAB Programme's strategy for 2008-2013 was also adopted. Consisting of 31 targets and 67 actions, the Plan underlines the need to use biosphere reserves as places to demonstrate effective responses to new challenges such as the loss of traditional knowledge and cultural diversity, demography, loss of arable land, climate change, biodiversity and sustainable development; and, in particular, as places for investments and innovation to mitigate and adapt to climate change, to promote the greater use of renewable energy in sustainable futures of rural and urban areas and to enhance and capitalize upon ecosystem services and products in sustainable development for human well-being.

During the 3rd World Congress of Biosphere Reserves, a high level ministerial round table was organized to discuss biodiversity conservation and sustainable development in Congo, Uganda, and Rwanda. This round table resulted in signing the Tri-partite declaration on the Central Albertine Rift Valley Transboundary Biosphere Initiative with the objective of promoting 'sustainable development pathways for the transboundary region so as to ensure the conservation of the unique biodiversity of the region while promoting the socio-economic and cultural well being of human communities in the region'.
