Implementation of the Madrid Action Plan (MAP) gathers momentum

Following the conclusion of the meeting (21-22 April 2008) of the Bureau of the MAB-ICC, other ICC Members, Observer Member States, the Secretariat and partners are now focused on the implementation of the Madrid Action Plan (MAP) whose final version is available in English, French and Spanish.

The Bureau, based on the suggestion made by the Chair of the MAB-ICC, HE Mr Henri Djombo, Minister of Forest Economy and the Environment of Congo, established an “Informal Support Group” open to ICC Members as well as Observer Member States of UNESCO to facilitate the efforts of the Secretariat to implement the MAP.

The report of the Bureau, after review by the Rapporteur and other Members of the Bureau, is expected to be made public by the end of May 2008. In the meantime, the Secretariat is happy to make available working document SC-08/CONF.204/2 on the Report of the Secretary of the MAB Programme on actions executed since the 20th session of the MAB-ICC and the 3rd World Congress of Biosphere Reserves (4-8 February 2008) whose contents were noted with satisfaction by Members of the Bureau.

The Secretariat wishes in particular to draw the attention of all MAB National Committees and Biosphere Reserve Co-ordinators and Managers to paragraph 3 and 4 of the document; as outlined in paragraph 4, regional consultations between the UNESCO Secretariat and the National Commissions for UNESCO for Programming and Budgeting for 2010-2011 are scheduled to begin in late May 2008, and MAB National Committees and Biosphere Reserve Co-ordinators and Managers are encouraged to enter into dialogue with their respective National Commissions for UNESCO to discuss ways and means of strengthening support for the implementation of the MAP.

Some of the examples cited in paragraph 5 on initiatives of National Commissions for UNESCO in Canada and Germany may provide insights for other MAB National Committees and Biosphere Reserve Co-ordinators and Managers on ways and means of involving NGOs and the private sector in implementing the MAP.
