Filipino Workers on the Move: |

The Philippine Migration Research Network (PMRN) was organized in early
1996 and consists of researchers, policy-makers and development workers
concerned with the study of the nature, direction, magnitude and consequences
of Philippine migration movements. The network forms part of the larger
Asia-Pacific Migration Research Network (APMRN) - the regional organizational
structure that is implementing a 5-year research program on New
Migrations and Growing Ethno-Cultural Diversity in the Asia Pacific
Region: Social and Political Issues under the UNESCO-MOST program
for Asia and the Pacific. The overall aim of the research program is to
develop an understanding of the role of migration as a major factor in
the transformation of societies in the Asia-Pacific region, in order to
provide a knowledge and information base for the formulation of forward-looking
policy.

Preface This collection of papers from the First National Convention of the Philippine Migration Research Network (PMRN) is the second publication being issued by the network. Titled Philippine Migration Studies: An Annotated Bibliography and compiled by Aurora E. Perez and Perla C. Patacsil, PMRN's first publication contains the abstracts of some 373 earlier studies on Philippine migration further classified by their major topic area and specific focus. The volume was prepared to increase the awareness of researchers, policy-makers, development workers and concerned individuals on the range and scope of the available literature on migration in the Philippines. Edited by Benjamin V. Cariño, PMRN Chair, the papers contained in the current volume examine historical trends and patterns in the country's overseas labor movements and the policies and programs which have been adopted with the intention of influencing transnational labor flows in ways that would be beneficial to the Philippines and its overseas contract workers. The papers indicate the limits of some existing policy measures and point to the necessity of certain structural changes to contain or mitigate the adverse impact of the temporary employment of Filipino workers abroad. Also appended to this volume is Republic Act 8042, otherwise known as The Migrant Workers and Overseas Filipinos Act of 1995. It is hoped that this volume will help inform continuing deliberations on Philippine labor migration policies.
