ROUNDTABLE
Democratic Governance
Bishkek, Kyrgyzstan, 9-11 September 1998
1. Objectives
The democracy training project provides a specific and focused support of ongoing processes of democratisation and a strategic incentive to their intensification. Its overall objective is to further the development of democratic modes of interaction on all levels of society. In the long range, this implies institutional reforms as well as a strengthening of the nascent civil society. Given the multi-ethnic character of the Kyrgyz society, the main challenge to which the project responds is the need of democratic management of ethnic diversity. It provides representatives of the Kyrgyz society with the opportunity to devise new policies geared towards implementing mechanisms of peaceful inter-ethnic co-operation. (see Project outline)
The round-table of Kyrgyz and West European experts formed the first stage in the project. Its objective was to exchange information, to discuss mutual experiences in the organization and management of multi-cultural/multi-ethnic societies, to address specific problems, to develop solutions and - above all - to facilitate communication and to forge lasting contacts among the participants.
2. Format
The round-table was organized in different panels addressing specific aspects of inter-cultural/inter-ethnic relations. The topics were selected during a preparatory meeting in March 1998. The main emphasis was put on discussion, debate and brain storming.
Each panel consisted of 3 to 4 experts. Each participant prepared a paper of approximately 5 pages including an analysis of the topic, experiences/ideas/policy recommendations and questions/discussion points to the other participants/experts. Oral presentations were based on the papers distributed in English and Russian before or during the round table.
