| The International
Federation of Landscape Architects (IFLA), the Landscape Foundation
Belgium, the Costa Rican Association of Landscape Architects and UNESCO
organised the International Competition for Landscape Architecture
Students 2000. The competition was held in conjunction with the IFLA XXXVII
World Congress, scheduled from 30 September 2000 to 3 October 2000 in San
José, Costa Rica. The Congress theme was "Conservation and Ecotourism:
Costa Rica an example? "
The prizes were given away to the
four winning team members of the Delhi School of Planning and Architecture by Prof. Moegiadi, Director, UNESCO New Delhi. Speeches of acceptance were made by the head of Landscape Department and the Director, Delhi School of Planning and Architecture. The ceremony was well attended by approximately 100 people, including
personnel from UNESCO, UNDP and UNIC, members of faculty, students and
staff of the Delhi School of Planning and Architecture, members of the
press and the team members' families.

COMPETITION GUIDELINES AND RULES

To encourage the highest standards in landscape architecture

To demonstrate IFLA's commitment to support landscape architecture
students in all regions of the world.
ARTICLE 3
Theme of the Competition
"Archaeological sites and their surroundings, including
facilities for ecotourism".
What kind of landscape and/or master plan can
be proposed to emphasise the fascination of an archaeological site?
ARTICLE 4
Entry
a) The competition is open to all students enrolled
in landscape architecture programs recognized by IFLA. Entries will also
be accepted from individuals or working groups of graduates of landscape
architecture programs who have not taken a permanent work position since
the completion of their studies, and are not currently employed in the
profession.
b) Both individual and group submissions will be accepted,
and each student or group is permitted only one entry. Broad interdisciplinary
submissions are welcome, but they must be led by a landscape architecture
student. The number of members in each participating group shall not exceed
five (5).
c) The following may not enter the competition: collaborators
and associates of members of the jury or of UNESCO and their relatives
up to the third degree; any person ineligible by law or under special regulations,
unless otherwise officially authorised.
ARTICLE 5
Submission Requested
-
A maximum of one panel of 100x140 centimeters or two panels
of 100x70 centimetres each.
-
Panels may be divided into two or four 50x70 centimeters
for mailing convenience. In such cases, clear indications for their re-assemblage
must be given.
-
The panel(s) must include all information. No additional
material will be accepted.
-
Any two-dimensional presentation media may be used to communicate
the design intentions of the submission.
-
No three-dimensional models will be accepted.
-
Legends, captions and all other text associated with the
submission shall be in English.
-
The panel(s) may be sent flat or rolled up. Panels folded
or in dimensions less than 50x70 centimetres will not be accepted.
ARTICLE 6
Illustrative Enclosures
All work is to be submitted anonymously with an opaque
sealed envelope enclosed. The opaque envelope must be firmly sealed and
shall contain the name and address of the participant(s) and a written
and signed statement by the participant(s) attesting to their true authorship
of all work submitted in the competition entry. For this declaration the
accompanying form is to be used (see Enclosure 2). As entries are received,
serial numbers will be affixed to both the submitted panel(s) and the envelope.
The envelope will be opened after the jury decisions have been made.
ARTICLE 7
Publication of Guidelines and Rules, Terms of Entry
and Submission of Schemes

The competition Guidelines and Rules shall be issued to all
recognised schools of landscape architecture by January 2000 through IFLA
publications and Landscape Foundation Belgium.

Questions from participants concerning the competition must
be received before 30 March 2000. Inscription must be received by 30 May
at the following address :

Entrants are forbidden to request any information whatever
from members of the jury. All entries must be received by 10 September
2000 at Horizontes Nature Tours, Miami, USA.

Packages received after the deadline date will not be admitted,
regardless of their postmark date.

The results of the competition will be announced by the jury
immediately following the judging session and the official awards ceremony
will take place during the closing session of the Congress.

The President of IFLA will present the awards.

ARTICLE 9
Prizes and Awards
A "UNESCO Prize for Landscape Architecture" will be awarded,
worth US $ 3500. Additional prizes will be offered, as follows:

2 Merit awards: gifts and certificates
All participants whose entries meet the conditions of the
competition rules will receive a certificate of participation. At the same
time, any university, college, school or other institution giving strong
support to the competition and/or producing award-winning entries will
be given citations. Also, institutions in which award recipients are or
have been enrolled will be formally advised of competition results.
ARTICLE 10
Publication and Exhibition of Projects Submitted
All competition entries become the property of IFLA,
UB and ASOPAISSME and entries will not be returned to the authors. IFLA,
UB and ASOPAISSME retain the right of duplication and publication of the
material submitted to the competition which, in their own unquestionable
opinion, they deem to be interesting, without thereby putting themselves
under any obligation whatsoever to the entrants concerned. The author’s
name will always accompany the work. The works submitted by award recipients
will be placed on exhibition for the duration of IFLA's XXXVII World Congress.
ARTICLE 11
Duties and Obligations of Entrants
Participation in the competition implies the unconditional
acceptance of the Competition Rules.
All entrants are strictly forbidden to publish or to
have their submissions (or any part thereof) published prior to notification
of the jury's final decision.
ARTICLE 12
Regulations in the Event of Dispute
The members of the jury are the sole arbiters at all
levels until the final attribution of prizes. Any and every dispute that
cannot be referred either to the work of the jury or to the attribution
of prizes shall be settled through arbitration by the IFLA Executive Committee.
Enclosure 1
UNESCO Prize for Landscape Architecture 2000 - Rules
1. Purpose: The "UNESCO Prize for Landscape Architecture"
is to be awarded to a student in Landscape Architecture, who is the author
of a work inspired specifically by the aims of UNESCO.
2. Periodicity: Unless otherwise decided by the
General Conference of UNESCO, the prize shall be awarded every year on
the occasion of the World Congress of the International Federation of Landscape
Architects.
3. Choice of Winner: The Winner of the "UNESCO
Prize for Landscape Architecture" shall be selected by the Director General
– on the recommendation of the jury – from the winners of the International
Competition for students in Landscape Architecture 2000 organised by the
International Federation of Landscape Architecture (IFLA), in accordance
with the rules laid down by the of the Federation in this matter.
4. Jury members: Jury members for the UNESCO Prize
shall be the same as for the competition.
5. Value of the Prize: The annual prize shall
be worth US $ 3500. The prize amount shall be subject to any alteration
decided by the General Conference of UNESCO.
6. Method of awarding the Prize: A representative
of the Director-General shall award the prize to the winner at the IFLA
Congress, at UNESCO Headquarters, or in the home country of the winner.
7. Criteria for awarding the Prize: (1) The winning
entry must effectively contribute to improving the standard of Landscape
Architecture as well as Urban and Regional Planning. (2) It must reflect
the student's interest in environmental problems. (3) Both the practical
and aesthetic features of the work proposed will be taken into account.
