2. Any person who is arrested or detained shall be informed as soon as reasonably practicable, in a language that he understands, of the reasons for his arrest or detention.

(d) he is able to speak, and unless incapacitated by blindness or other physical cause, to read English well enough to take an active part in the proceedings of the Assembly.

4. Subject to the provisions of subsections 5 and 6 of this section a person shall be qualified to be elected as a Specially Elected Member of the House of Chiefs if, and shall not be qualified to be so elected unless...
