Latvia The Constitution of the Republic of Latvia was adopted by the Constitutional Assembly of Latvia on 15 February 1922 and it was last amended on 30 April 2002. Article 4 The Latvian language is the official language in the Republic of Latvia. The national flag of Latvia shall be red with a band of white. Article 114 Persons belonging to ethnic minorities have the right to preserve and develop their language and their ethnic and cultural identity. There is a State Language Law, meant to strengthen the position of the Latvian language. It was adopted in December 1999 and entered into force on the 1st of September 2000.
