Institutional Modernization of Social Policies
in Latin America

Completed MOST project



The main objective of this project is to encourage institutional modernization of social policies in Latin America through a better articulation between public and private sectors in the conception, execution and evaluation of public policies.

Statement of the problem :
The problem of institutional modernization, which is expressed by means of the design, execution and fiscalization of social policies in both public and private sectors, plays a key role in the social development of Latin America. It also holds an important place in the regional agenda as a result of neoliberal policies of structural adjustment and taking into account democratization processes. Latin America is the region with the greatest social inequalities in the world which limits both the consolidation of a democratic system as well as successful entry into the world economy. In order to balance political democracy and economic growth, it is vital to achieve greater social equality. The states participating in the World Summit on Social Development (Copenhagen 1995) have undertaken to promote the development, at both national and international levels, of an economic and political framework favourable to social development. The fight against poverty can only succeed if this new context is taken into account.

Project Purpose:
The project seeks the improvement of interaction between public and private partners in the design, execution and control of social policies through an updating of institutional mechanisms. Project recommendations and background information gathered on four themes (education, small and medium enterprises, labour relations and political parties) will be the basis for organising a discussion process among researchers, policy makers and entrepreneurs with a view to stimulating negotiation and agreement of partners in the networks. Research findings will serve as the main instrument to generate policy networks and the elaboration of sectoral policy framework analysis needed to influence policy legislation, implementation and forecasting in a concrete manner.
The project purpose should bring sustainable benefits to target groups (researchers, policy makers and population in the long-term) and lead to the advancement of social reforms.

The research network :
In its initial phase, the project is being developed by a network made up of the centers of the Latin American Faculty of Social Sciences - FLACSO - in Argentina, Chile and Mexico.
