Capacity-Building Programme for National Commissions for UNESCO in the Asia-Pacific Region

Descripción Since 2011, the Korean National Commission for UNESCO has been organizing this programme designed to enhance the capacities of National Commissions of the ASPAC region.
 Project Timeline
(1) Feb.-Mar.: Letters, including information of the current year’s programme overview, are distributed from KNCU. Selections are made after reviewing applications from interested NatComs.
(2) April: Study-visit to KNCU is organized for the duration of 3-4weeks. Participants are introduced to the organization management and programmes of KNCU, and asked to develop their Joint Project proposals upon consultations, if necessary, with related institutions and experts.
(3) May-July: Preparations of Joint Projects within the participant’s corresponding NatComs. Consultations and correspondences are frequently exchanged between KNCU and the participating NatComs.
(4) Sep.-Nov.: Implementation of Joint Projects. The methods and organization of Joint Projects may vary.
(5) Dec.: Submission of Final Reports. Evaluations and discussions on ways to further improve the programme are carried out.

Asian RICE (Regional Initiative for Climate Change Education) Project

Descripción Asian RICE Project supports small-scale community-based projects on climate change education throughout Asia. The project aims to increase climate change awareness and endeavor towards climate justice and sustainable development.

 Local school-community partnership projects are selected and monitored throughout the year, provided with small grants, technical assistance and capacity building training workshops. As of 2012, 16 projects have been selected from six different countries (Bangladesh, Laos, Myanmar, Nepal, Sri Lanka, Thailand). Since schools play a pivotal role in educating students of climate change and implementing local-specific projects, KNCU fully utilizes the advantages of UNESCO’s Associated Schools Network (ASPnet) and their reciprocating efforts to spread the educational ideals of UNESCO.

 National commissions from selected countries are invited together with each project coordinators to participate in regional training workshops for capacity-building and in preparation for future succession of the programme coordination. In upcoming years, KNCU plans to transfer most of the decision-making processes and monitoring duties to respective national commissions, thereby making a transition to Local (instead of Regional) Initiative for Climate change Education, while increasing the scope and number of participating countries in the programme.

 Through capacity building of relevant national commissions, the KNCU expects the selected pilot projects to be incubated and further developed into regular, stable programmes in each respective community. And In order for climate change education to continue in both duration and effectiveness beyond the period of our direct involvement, KNCU aims to institutionalize the RICE Projects as part of participating school curricula and/or local government agenda.

International Youth Forum on Historical Reconciliation

Descripción Background: In East Asia, frequent disputes continued to arise among countries such as China, Japan and Korea due to territorial and historical conflicts. In this sense, KNCU hosted the International Youth Forum in hopes to facilitate dialogues on historical reconciliation, specifically among young people, who will assume essential roles in devising durable solutions to such historical conflicts.
 Main Theme: Voices of the Youth - Historical Reconciliation in East Asia by Youth Beyond Borders (Sub-themes: Identifying minority groups in Asian societies and exploring implications for historical reconciliation, finding an alternative for historical education, for historical reconciliation, developing a shared culture within the Asian society for historical reconciliation
 Participants: Approximately 200 individuals in total (Speakers: 7 experts and activists focused on historical reconciliation, Participants: 56 individuals from 15 countries including Korea, China and Japan (18-30 years of age), Staff & General audience: About 130 individuals)

UNESCO Memory of the World Training Workshop in the African Region

Descripción Since 2009, the Korean National Commission for UNESCO, jointly with UNESCO and the Cultural Heritage Administration of Korea, has been organizing the UNESCO Memory of the World Regional Training Workshop to enhance capacity-building of Member States in the field of documentary heritage. Following the Asia-Pacific regional training workshops held in Icheon, Korea in 2009 and in Jakarta, Indonesia in 2011, this year’s workshop is targeted at the Member States in the African region.
 The purpose of this workshop is to technically assist the participants in elaborating the nomination forms for the Memory of the World International Register and provide information on the objectives of the UNESCO Memory of the World Programme. An increased number of submissions and inscriptions of documentary heritages from the African region on the Memory of the World Register is expected as a result of this workshop.

Culture and Development Project

Descripción Through three series of roundtable discussions and a research project, KNCU aims to raise public awareness about the issue of culture and development, which is attracting increased attention from international society with leading efforts by UNESCO.
 The Culture and Development Roundtable Series is led by a panel of 30 experts representing diverse academic disciplines and different sectors such as anthropology, economics, international relations, cultural policy, arts management and so on.
 Each roundtable addressed the following themes: (1) Role of Cultural Diversity for Sustainable Development, (2) Cultural Reflection on Korean International Development Cooperation and a search for an alternative, (3) Strengthening the Role of Culture in the post MDGs framework.
 KNCU hopes to facilitate the public discourse around the important role of culture and cultural diversity in achieving sustainable development, especially with the closure of MDGs in 2015, and suggest new paradigms for global development.

EXPO 2012 Yeosu Korea UNESCO Youth Forum

Descripción This event was designed to increase the youth’s interest in oceans and to provide the youth a chance to discuss the importance of oceans, their cultures and ocean related activities. As the UNESCO Youth Forum held on 12 August the core activity of this event, it is closely related to the Essay Contest as follows.

The Second World Humanities Forum (WHF)

Descripción Following the successful hosting of The 1st WHF in 2011, KNCU organized the 2nd WHF with the aims: (1) to reflect on what “suffering” and “healing” might mean, when the human condition is considered in its social setting; (2) to understand the suffering of individuals, groups, communities, and civilizations today from a humanities perspective and; (3) To consider the role of the humanities in healing human pains and wounds, to share experience of how that role can be performed, and to reflect on how it can be promoted.

 Event Timeline :
(1) 2011 Nov-2012 Feb: (a) prepare the forum proposal , (b) established the Local Organizing Committee.
(2) Mar-May 2012: (a) Select the main theme and draft the programme of the forum (Local Organizing Committee and International Committee meetings held for discussion and decision making) (b) prepare the list of candidates for keynote speech and other sessions.
(3) June-July, 2012: (a) send out invitations to prospective presenters, discussants and moderators, (b) call for papers.
(4) Aug-Oct, 2012: (a) confirm presenters and moderators and discussants, (b) online registration for audience, (c) produce various materials including the programme book, leaflets, and proceedings.
(5) Nov-Dec, 2012: (a) forum held on 1-3 Nov., (b) prepare Final Report including assessments and evaluations.

Asia-Pacific Mayors’ Forum for World Heritage Cities

Descripción Introduction : As a commemorative event for the 40th Anniversary of the 1972 World Heritage Convention, this event was co-hosted by the Gyeongsangbuk-do Provincial Government and the Gyeongju Municipal Government and co-organized by the Korean National Commission for UNESCO and UNESCO Bangkok Office, in the city of Gyeongju, Republic of Korea from 29 to 30 August 2012. Mayors play a key role in setting the agenda for balancing urban conservation concerns with development pressures to ensure sustainable growth and quality of life for city inhabitants. In recognition of the importance and pivotal role mayors play, the Forum provided a platform for invited mayors as well as relevant municipal leaders from around the Asia-Pacific region to interact, share and develop a unique network together.
 Objectives : (1) to share challenges and good practices in urban management based on the three proposed sub-themes, (2) to identify areas of future needs in technical capacity-building in heritage towns and cities, (3) to mobilize leadership responses to tackle these challenges in participating municipalities, (4) to establish a foundation for on-going regional networking among mayors of heritage towns and cities in the Asia-Pacific region
 Forum Themes : Reflecting the challenges of managing the future of these urban settlements, the overall theme of the Mayors’ Forum is “Sustainable Development and Conservation of World Heritage Towns and Cities.”

Sejong Project

Descripción The Sejong Project is a field-oriented Education for All (EFA) promotion project initiated by the Korean National Commission for UNESCO (KNCU) with funding from the Korean Ministry of Education, Science and Technology (MEST). The Project is based on the vision of King Sejong the Great (r. 1418-1450), who created the Korean alphabet, ‘Hangeul,’ and promoted mass literacy education for all. KNCU plans to partner with UNESCO networks including UNESCO King Sejong Literacy Prize laureate organizations in pursuit of this objective.

 The four partnership projects selected for the 2012 cycle are as below:
1. “Strengthen teaching skills for multi-grade classroom for ethnic primary teachers from education disadvantage districts.”: Lao PDR is a multi-ethnic, multi-lingual society where 50% of its population are indigenous people who cannot speak the official Lao language. The Lao Department of Education will organize teachers’ training workshops partnering with local teachers’ colleges for ethic teachers in primary education to ameliorate this situation.
2. “Accelerated Progress towards Achieving the EFA Goals by Increasing Adult Literacy, Expanding ECCE, and Promoting UPE in Rural Areas of Hafizabad and Lahore Districts Punjab, Pakistan.”: Pakistan faces wide discrepancies in its access and quality of education based on region, gender and socio-economic status. Through the Sejong Project, BLCC hopes to close the gap by establishing 30 Community Literacy Centres (CLCs) and 30 ECCEs centres. It also plans to organize workshops and launch a comprehensive campaign to promote universal primary education.
3. “Uplifting the Situation of 30 Bottom Villages in Literacy in the Philippines: Towards Achieving Education for All by 2015.”: Access to quality, lifelong learning continues to be an issue, specially for rural regions in the Philippines. Through the Sejong Project, our local partner LCC will organize policy dialogues and capacity building workshops for disadvantaged village leaders and teachers to tackle this regional divide. LCC will closely work with SEAMEO-INNOTECH to ensure and monitor the successful implementation of the project.
4. “Mother Tongue-Based (MTB) Multilingual Education (MLE) Pilot School Project.”: Timor-Leste is a multi-lingual country with some 19 different spoken languages, which causes problems in its education. The Sejong Project will support TNCU’s programme to improve the capacity of multi-lingual teachers, increase enrolment of pre- and primary education and enhance parents’ participation in education. The project is planned to be conducted through close partnerships with local and international organizations including CARE, Alola Foundation and Repete 13.

 In 2013, the Sejong Project plans to continue supporting the four literacy projects and add 1 – 2 pilot projects in the Asia-Pacific region. The project will develop a result-based monitoring system in line with the Paris Declaration to ensure its effectiveness, while providing more intensive technical support.
