Capacity Development for EFA

The CapEFA Programme assists Ministries of Education in developing their national education systems

Achieving the Education for All (EFA) goals is not simply a question of funding. New financial resources mobilized by governments, funding agencies, civil society and the private sector are essential, but alone will not lead to sustainable and long term change to education systems. Education reforms can only be effective if countries have the capacities to make them operational, with not just trained staff, but with effective organizational processes, functioning institutions and the existence of tools and resources to develop, implement and manage education policies and plans.

Though its Capacity Development for Education for All (CapEFA) Programme, UNESCO empowers Ministries and public agencies with the capacities to improve their national education systems, as such it seeks to support rather than replace country efforts.
