Development of a monitoring and evaluation system in the education sector in Kiribati
An effective monitoring and evaluation (M&E) system is critical in order to set and revise policies and plans, identify key activities and establish benchmarks for monitoring progress towards the achievement of goals and targets.
All countries recognize the importance of M&E and the need to put such system in place, while they have been facing various issues and challenges which include, among others, a lack of capacity in the Ministry of Education, the inability to identify relevant data, a lack of ownership of and commitment to the M&E process, and a weak coordination of the overall M&E process.
UNESCO has been working with AusAID and UNICEF in the education sector in Kiribati to support the government in improving the education system in the framework of the Kiribati Education Improvement Program (KEIP). The Ministry of Education (MOE) has sought technical assistance from KEIP partners to develop an M&E framework for the new education sector strategic plan (ESSP) 2012-2015 for tracking progress towards goals and targets.
As part of its effort to work collaboratively with other development partners in the Pacific, UNESCO has agreed to work with the Asian Development Bank (ADB) in developing the M&E framework for the new ESSP.
The MOE held the first workshop to develop the M&E framework for the new ESSP from 17 to 21 January 2012 with UNESCO and ADB providing technical support with financial support from AusAID in the framework of the KEIP. Senior officials of the MOE participated in the workshop and it was expected to contribute to national capacity development in M&E, to develop consensus on the elements of the ESSP to be monitored and evaluation and to develop an M&E framework for the ESSP.
Participants identified the main concerns and issues affecting the education sector, adjusted the formulation of goals and outcomes in the ESSP to ensure that all major concerns /issues were addressed by the ESSP’s goals and targets and to ensure that all goals and outcomes were measurable, developed performance indicators for both goals and outcomes, reached consensus on the final formulation of goals, outcomes and main indicators, and produced a draft logical framework matrix showing the logical relationship between goals, outcomes and indicator and an M&E plan which will set out the schedule and details of measuring the agreed indicators.
These products will become the working materials for the second workshop (Tarawa, March 2012), where final adjustments will be made and final agreement sought from the MOE and development partners.
