Technical Cooperation between UNESCO Beirut and UNESCO Dakar

During 2-4 May 2011, Education specialists from UNESCO Regional Bureau for Education in the Arab States (UBO, Beirut), UNESCO Regional Bureau for Education in Africa (BREDA, Dakar), the Pôle de Dakar, UNESCO Institute of Statistics in Montreal (UIS) and UNESCO Rabat Office , during two days in Dakar, exchanged about their respective education initiatives and on how to enhance cooperation in the field of education strategic planning and programmes in view of sharing knowledge and expertise between these different UNESCO entities.

It has been agreed to develop three pillars of cooperation:

Common areas of interest: BREDA and UBO will exchange their respective expertise in the following areas: teachers (TTISSA<a name="_ftnref1" href="file:///C:/Users/Firas/Desktop/Dakar%20May%2011/dakar.docx#_ftn1">[1]</a>, IICBA<a name="_ftnref2" href="file:///C:/Users/Firas/Desktop/Dakar%20May%2011/dakar.docx#_ftn2">[2]</a>); Curriculum (new programme specialist  in Beirut); Literacy (RAMAA<a name="_ftnref3" href="file:///C:/Users/Firas/Desktop/Dakar%20May%2011/dakar.docx#_ftn3">[3]</a>, LIFE<a name="_ftnref4" href="file:///C:/Users/Firas/Desktop/Dakar%20May%2011/dakar.docx#_ftn4">[4]</a> evaluation); HE (quality assurance in 10 subject areas); Education for Sustainable Development; Ed for peace; Youth ); TVET <a name="_ftnref5" href="file:///C:/Users/Firas/Desktop/Dakar%20May%2011/dakar.docx#_ftn5">[5]</a>(Tunisia experience); inclusion (tool kit, use of technology); UNESS<a name="_ftnref6" href="file:///C:/Users/Firas/Desktop/Dakar%20May%2011/dakar.docx#_ftn6">[6]</a> summary report. 

 -          UIS: Three activities have been identified for 2011:

 o   Data quality assessment framework (DQAF)in Sudan: a joint mission (UBO and UIS-SSA) will be undertaken in 14-16 June for needs assessment. 

o   DQAF in Lebanon: UIS Dakar will plan for a diagnostic mission to Beirut in September 2011.

o   Support for Mauritania: A joint mission will be undertaken (Rabat, Beirut, UIS, Pôle) on 23-25 May to identify areas of support to the reform in Mauritania.

 -          Pôle de Dakar: Several areas of cooperation have been identified:

 o   BREDA and UBO will cooperate to set-up a Master-based training (PSGSE) for the Arab States in cooperation with University of Marrakech and the Arab Open University;

o   Thematic studies (i.e. financing education);

o   Participation of the Pôle de Dakar to the UBO policy seminar in October 2011;

o   Sector-wide analysis (Morocco next school year);

o   Training for UNESCO cluster staff

 It has been agreed also to:

·         Maintain regular coordination meetings between the two Bureaus at least once a year.

·         Exchange respective agenda of meetings and workshops
