Abstract: Focusing on its mission of cooperating with the educational policy of governments and with the support of the Ministry of Education, UNESCO designed a project for developing a broad study on initial and continuous training, as well as the teaching career in Brazil. The aim of this study was to offer a critical view of the current staff to the different educational administrative levels in the country, followed by guidelines and recommendations used as a basis for raising the value of teachers effectively. The phase which Brazilian education finds itself in currently is one where bad results are no longer criticised, but possible and necessary solutions are outlined. Therefore, researchers Bernadete Gatti and Elba de Sá Barreto, from the Carlos Chagas Foundation, who coordinated the study are publishing this document which will be made available by UNESCO to all in charge of developing educational policies.
