Guidelines for open educational resources (OER) in higher education

Open educational resources (OER) are materials used to support education that may be freely accessed, reused, modified, and shared. These Guidelines outline key issues and make suggestions for integrating OER into higher education.

A Basic Guide to Open Educational Resources (OER)

This Guide comprises three sections. The first – a summary of the key issues – is presented in the form of a set of ‘Frequently Asked Questions’. The second section is a more comprehensive analysis of these issues, presented in the form of a traditional research paper. The third section is a set of appendices, containing more detailed information about specific areas of relevance to OER.

Perspectives on Open and Distance Learning: Open Educational Resources and Change in Higher Education: Reflections from Practice

The world in which the academy and higher education operate has transformed dramatically. How do institutions reposition themselves meaningfully within the new information-rich world? How can organizations such as UNESCO and the Commonwealth of Learning foster governmental support for OER internationally? How might proponents of OER garner greater governmental, institutional and educator “buy-in” to the principles of open educational practices? The 28 contributors to this book bring to these questions and many others a wealth of knowledge, experience and insights about OER policy and practice at both national and international levels.

Survey on Governments’ Open Educational Resources (OER) Policies

As part of their joint project Fostering Governmental Support for Open Educational Resources Internationally, UNESCO and the Commonwealth of Learning (COL) invited all governments to provide information about their policies in relation to open educational resources (OER) to assess the current and potential uses of this approach to learning and teaching. This report provides an overview of the findings of the COL/UNESCO survey on OER policies and activity across all countries of the world, and puts forward some suggestions for promoting the use and development of OER and overcoming current obstacles to its implementation.

Open educational resources: conversations in cyberspace

UNESCO's its first openly licensed publication brings together the background papers and reports from the first three years of activities in the UNESCO OER Community. It is an indication of the commitment of the Organization to the sharing of knowledge and the free flow of ideas.
