Finland

Finland was one of the first states to guarantee freedom of expression in their constitution (1766). Ever since then, this principle has been preserved and the media environment ranks as one of the freest in the world as seen most recently by Finland’s top spot on the Reporters without Borders Press Freedom Index for 2011-2012.  Meanwhile, the legislative framework along with a wide array of self-regulatory mechanisms such as the Council of Mass Media and the Union of Journalists, work to keep it that way in all media sectors. A Code of Ethics is subscribed to by all major media organizations in Finland (both print and broadcast media and Union of Journalists).
