Germany
The German Federal Constitution holds press freedom as a central principle, forming the base for the solid and free media sector which exists today. A central role is held by the Lander who, sharing legislative power, are responsible for adopting legislation related to the press such as the publication of newspapers; they are also responsible for the legislative framework concerning public and commercial broadcasting. In terms of self-regulation, the German Press Council works to oversee the adherence to the German Press Code by the media.
