Technical assistance missions
Following three calls for applications Barbados, the City of Buenos Aires, Burkina Faso, Cambodia, the Democratic Republic of the Congo, Haiti, Honduras, Kenya, Malawi, Mauritius, Niger, the Seychelles and Viet Nam will benefit from technical assistance missions. Selected by the project’s Steering Committee, the applications demonstrated institutional, political and financial commitment to the activities benefiting from technical assistance.

BARBADOS
The Division of Culture and Sports of the Ministry of Family, Culture, Sports and Youth of Barbados aims at developing entrepreneurship strategies and policies in the field of cultural industries to become more competitive in the international market. This project will help stimulate a wider and more transparent dialogue about entrepreneurship in the cultural and creative industries as well as increase, through the development of both new content and new services, the amount of cultural goods and services reaching the Caribbean and the international markets.

HAITI
The Ministry of Culture and Communication of the Republic of Haiti aims to develop a national policy for its cultural industries, with a particular focus on copyright issues and the publishing industry. Since the earthquake in 2010, the country has shown strong determination in reconstructing its culture sector, notably with the help of international stakeholders. This mission will thus contribute to ensuring that contemporary creation and cultural industries are central to this sectoral reconstruction. The development of a dedicated action plan and road map will consequently set the future orientation for legal and institutional frameworks that fully support the sector's efforts to regain dynamism while ensuring the protection of Haiti's artistic and cultural expressions.
HONDURAS
The Ministry of Planning and External Cooperation of Honduras seeks to develop an operational strategy for bringing together private and public actors and different tiers of Government to support the cultural industries and more specifically funding models for initiatives and enterprises operating in the performing arts, sculpture and audiovisual sectors. This mission will help implement self sustainable business models as well as aim to strengthen the capacities of organizations and institutions concerned with cultural industries at the central and regional levels.

KENYA
The Department of Culture of Kenya aims to establish a training programme to help musicians and visual artists acquire the necessary skills to develop marketing strategies for their goods and services, notably through the use of information and communication technologies. This initiative fits into an ongoing national dynamic to foster economic recovery, in which the culture sector has been identified as having great potential for economic growth. The mission will thus help the country to benefit further from its recognised reservoir of creative talent by improving the sustainability and competitiveness of the country's cultural industries, both locally and internationally.

MALAWI
The Department of Arts and Crafts of Malawi seeks to design an action plan and institutional frameworks for the development of cultural industries in the country. Recognising the important role played by culture in socio-economic development, Malawi is currently finalising a national cultural policy. However, to ensure its effectiveness, integrated implementation strategies and the involvement of all stakeholders are essential. This mission will focus on designing a policy action plan and on building civil servants and cultural operators' capacities in cultural management and entrepreneurship. This initiative thus aims to empower cultural operators and cultural industries, contributing to the sustainable development and governance of a vibrant culture sector.

MAURITIUS
The Ministry of Arts and Culture of Mauritius seeks to develop a strategy and an action plan for the cultural industries to achieve economic growth. They intend to do so through the implementation of a range of activities designed to improve the service delivery capacity of the Ministry, encourage cultural entrepreneurship, improve the quality of cultural products, develop a database on cultural industries and improve the status of artists. This project will aim to improve the cultural administration and management of the cultural sector by streaming internal processes of the Ministry as well as the delivery of services to artists. It will also allow the reinforcement of cultural institutions and infrastructures.

NIGER
The Agency of the Promotion of Cultural Industries and Businesses of Niger aims at reinforcing its capabilities in order to better promote artistic and cultural entrepreneurship. This project will help train the employees of the agency and the Ministry of Culture as well as instruct the trainers from local offices – through the creation of a decentralized network of trainers in the eight provinces of Niger – to enable them to be of assistance for cultural entrepreneurs in project design, project management and fundraising. This project is part of an ongoing process to construct a strategic plan for cultural development and a strategy for the growth of cultural and creative industries.
