Dr Fleming is an adviser and strategist on cultural policy, the creative economy and arts/innovation for national, regional and local governments, NGOs and businesses. Half of his work is in developing countries and focuses particularly on cultural planning, cultural industries, as well as on cultural, creativity and innovation policy.

Dr Fleming has developed new models and toolkits for cities not only in Europe but also in Africa, Brazil, China and the Middle East. He is advisor to the UK Creative Economy programme, the Creative Cluster Strategy for Lebanon and the Culture Action Plan for Syria.

Technical assistance mission undertaken

► Viet Nam: Investing in cultural industries to bolster the economy
Tom participated in the development of a national Creative Industries Strategy that will help to increase investment in this sector and to position the country as a leading creative economy for South-East Asia.
