Ms Merkel is the Head of the Division of Culture, Memory of the World of the German Commission for UNESCO. She is a social scientist with over twenty years of international professional experience in policy analysis, project management and human development, advising the Government and Parliament. Ms Merkel’s areas of focus are the organisational development of foundations and public organisations, capacity building of civil society leaders and young experts, the assessment of legal and technical frameworks and resource strategies. She is a seasoned designer and convenor of strategic multi-stakeholder policy dialogues on cultural diversity issues and cultural policy developments.

Assignments have included technical expert missions for IDEA International, the European Union, Council of Europe, the Euro-Mediterranean Human Rights Foundation and UNESCO. Her working experience includes projects and expert missions in Bangladesh, Sri Lanka, Nepal, Tunisia, Egypt, Morocco, Lebanon, Senegal, South Africa, Turkey, Romania, Azerbaijan, Kazakhstan, Kirghizstan, Colombia, Peru and Chile. She has published widely on cultural diversity and democracy development, including a legal commentary on the 2005 Convention (in print).
