Mr Villaseñor is an independent consultant. Since 1994, he has been working in cultural development, policies and legal matters. Mr. Villaseñor is currently involved as a consultant and advisor for the creation of the Cultural Development Plan of Medellín (Colombia); and is a member of the Latin American Legal Group for the implementation of the Iberoamerican Cultural Charter, in collaboration with the Iberoamerican General Secretariat (SEGIB), Iberoamerican States Organization for Education, Science and Culture (OEI) and the Institute for Cultural Communication (Universidad Carlos III).
Mr Villaseñor has particular expertise in legal development (such as cultural development laws), both at state and federal level in Mexico, as well in Latin America and the Caribbean. He has been a counselor in Uruguay, Argentina, Brazil, Spain, Panama and Ecuador, reviewing and updating the legal framework of culture and cultural policy design, and has also facilitated workshops, courses and conferences on the same topics.
