Towards a regional partnership in support of Education 2030 and CESA 2016-2025

In its role as Chair of the Regional Coordination Group on the SDG4-Education 2030 for West and Central Africa (RCG4-WCA), UNESCO organized a panel discussion alongside the ADEA 2017Triennale. The side event, which was devoted to the theme "Regional Partnership in Support of Education 2030 and CESA 16-25", brought together some 60 participants, representing regional and continental partner institutions, including East Africa and Southern Africa.

Alongside the ADEA 2017 Triennale, a panel discussion organized by the RCG4-WCA on 14 March 2017 in Diamniadio, Senegal, brought together high-level representatives o0066 the African Union and its technical body the Association for the Development of Education in Africa (ADEA), the Global Partnership for Education (GPE), the West and Central African Network for Educational Research (ERNWACA) and the RCG4-WCA. Panelists exchanged perspectives on building effective partnerships for collective and coherent support to SDG4-Education 2030 and CESA 16-25.

This panel highlighted the convergence and strong links between the two agendas. It emerged from the discussion that regional coordination is essential to support the development of national education systems around the new vision centered on lifelong learning, while ensuring coherence with the dialogue at continental and global level.

However, many challenges remain, particularly those related to the governance of the system and the involvement of the various stakeholders. Regional organizations, including research institutions, are not sufficiently consulted despite their essential role in informing decision-making. Conversely, high-level decisions do not always filter down to lower levels. The lack of consideration of civil society, teachers and teacher unions, as well as the dispersal and duplication of development partner's efforts were also mentioned. Finally, political instability and censorship were identified as major obstacles to effective coordination.

Several recommendations were made to overcome these difficulties. Existing African structures and organizations (African Union Commission, New Partnership for Africa's Development-NEPAD, African Development Bank and ADEA) should be considered as entry points and continent-wide coordination frameworks. In addition, the integrated consideration of SDG4-Education 2030 and CESA 16-25, the active involvement of the private sector, civil society and other stakeholders, the participation of the Regional Economic Communities and the harmonization of methods and approaches of the various actors are essential. Finally, the need to pool the efforts of organizations and institutions as a single community for peoples and countries, regardless of institutional affiliation, was seen as crucial for the transformation of Africa into a prosperous, integrated, peaceful and secure continent as strived for by the African Union in its Agenda 2063.

This highly successful discussion panel provided an opportunity to launch a dialogue around effective coordination for the implementation of the two education agendas in Africa. Exchanges will be deepened and recommendations discussed within the framework of RCG4-WCA and beyond.
