Workshop to improve cultural statistics in Senegal

A workshop is currently taking place to support Senegal’s public institutions to improve their cultural statistics. Some 40 participants from various ministries and civil society organizations in Senegal are attending the workshop from 16-18 October 2012 in Dakar.

“One of the first steps is the establishment of a national framework for cultural statistics in Senegal,” says Lydia Deloumeaux, cultural statistics expert from the UNESCO Institute for Statistics, based in Montreal.

The specific objectives of the workshop are:

  • Presenting the 2009 UNESCO Framework for Cultural Statistics and review its implementation,
  • Exchange on cultural statistics in the context of Senegal,
  • Establish a National Framework for Cultural Statistics,
  • Define an Action Plan (2013-2015).

“We count on adopting a realistic and doable action plan by the end of the workshop so as to starting generating official cultural statistics very soon in Senegal,” adds Guiomar Alonso Cano, head of the Culture Sector at UNESCO’s Regional Office in Dakar.

A 5-year regional action plan 

This workshop is part of the technical support programme on cultural statistics run by the UNESCO Institute for Statistics (UIS) since 2009.

The programme was established as a follow-up action to the publication of the UNESCO Framework for Cultural Statistics the same year.

As part of their culture statistics programme, UIS has organized one regional workshops for French-speaking countries in Africa in 2010 in Dakar.

UEMOA, the West African Economic and Monetary Union, became a close partner in 2010 as it wanted to promote culture as a factor of development and means of integration.

UEMOA organized two regional workshops, one in 2010 in Lomé, Togo and another in 2011 in Ouagadougou, Burkina Faso. A 5-year plan of action was adopted at the Ouagadougou meeting to ensure the development of cultural statistics in the region.

A National Unit for Cultural Statistics

As part of this action plan, the Ministry of Culture of Senegal is planning to develop a National Unit for Cultural Statistics (CNSC) to promote national cultural statistics.

The Ministry has also organized several sessions for members of the various agencies in the country to prepare for the national workshop this week.

The UIS provides the technical content of the workshop supported by the National Agency of Statistics and Demography and UNESCO Dakar. The Ministry of Culture and Tourism of Senegal is responsible for organizing the workshop.
