20th Consultation Meeting of the Pacific Heads of Education Systems (PHES) was successfully organised

Tonga Ministry of Education and Training hosted the 20th Consultation Meeting of the Pacific Heads of Education Systems (PHES) on 23-24 October 2013 in Nuku’alofa, Tonga, in collaboration with the UNESCO Office for the Pacific States and the Pacific Islands Forum Secretariat.

Eleven Pacific Island Countries from the Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, the Republic of the Marshall Islands, Palau, Samoa, Tonga, Tuvalu and Vanuatu attended the meeting. The Cook Islands, Papua New Guinea, the Solomon Islands and Tokelau were not able to attend. Development partners present included representatives of the Pacific Islands Forum Secretariat (PIFS), the Secretariat of the Pacific Community (SPC) / Secretariat of the Pacific Board for Educational Assessment (SPBEA), the University of the South Pacific (USP), the Council of Pacific Education (COPE), the Oceania National Olympic Committees (ONOC), the Asian Development Bank (ADB), the Australian Agency for International Development (AusAID), the New Zealand Aid Programme (NZAP), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Children’s Fund (UNICEF) and the World Bank.

The main purpose of this consultation meeting was to provide the PHES with a technical forum to discuss and deliberate on challenges and emerging issues of common concern and find ways of addressing these effectively and efficiently to achieve quality education for all in the context of national development. In line with the role of the PHES and its function in relation to the Forum Education Ministers’ Meeting (FEdMM), the meeting also deliberated on issues and challenges that need to be brought to the attention of the ministers through the FEdMM.

The meeting included the following sessions:

Session 1: Regional Education Status as assessed through the Pacific Education Development Framework Monitoring and Evaluation Framework (PEDF M&E Framework)

Session 2: Update on USP implemented projects – Realising Educational Access in the Pacific (REAP), Policy and Planning Training, Untrained Teachers, One Laptop per Child (OLPC), Open Schooling

Session 3: Report on Literacy Assessment and Pacific Benchmarking for Education Results (PaBER)

Session 4: Report on the Literacy Conference in New Zealand

Session 5: Teacher Code of Ethics

Session 6: Introduction of the Pacific Early Age Readiness and Learning (PEARL)

Session 7: Update on (i) Climate Change and Disaster Risk Management Education and (ii) HIV and AIDS Education (Comprehensive Sexuality Education)

Session 8: Report on the completion of the Pacific Register of Qualifications and Standards (PRQS)

Session 9: Report on Early Childhood Care and Education (ECCE) Development

Session 10: Report on the Progress on School Leadership based on Regional Professional Standards for School Principals

Session 11: Update on Preparations for FEdMM

All the Pacific Island Countries and Territories are expected to work closely with development partners to tackle various issues and challenges, discussed at the meeting sessions. The result of the meeting was summarized in the outcome document.

Tonga finished its chairmanship of the PHES at this meeting and new chairperson (Vanuatu) was selected. It was tentatively decided that the next PHES meeting would be held in Vanuatu in 2015.
