Developing Open Educational Resources Policy for Antigua and Barbuda

UNESCO and the Commonwealth of Learning brought together twenty education administrators, teachers  and policy makers from Antigua and Barbuda for two consultative workshop on developing a national OER Policy and a country strategy for implementing ICT-CFT from 18-21 March 2013.

The workshops focused on brainstorming essential elements to be incorporated in such a strategy, while aligning it to the national educational goals, plans and strategies on capacity building in ICTs in education.  The UNESCO ICT Competency Framework for Teachers was used to guide the discussions around teacher professional development.

Both workshops were facilitated by Neil Butcher, an educational technology specialist, who also prepared a draft policy on ICT in Education and OER in Antigua & Barbuda and Grenada, which was to be presented to the Ministry of Telecommunication and Ministry of Education, Government of Antigua and Barbuda in June 2013.  This policy incorporated a structured approach to harnessing the UNESCO ICT Competence Framework for Teachers to direct capacity building in Antigua and Barbuda.  It also integrated strategies on the effective use of Open Educational Resources (OER) in Antigua and Barbuda.
