Harold Loper (United States)

Mr Loper graduated from the University of Redlands, California in 1921. He obtained an M.A. at Harvard (1925) and a doctorate in education at Columbia University in 1939. From 1921 to 1953, he worked in education in Hawaii, notably as Superintendent at the Department of Public Instruction.
Before joining UNESCO, Mr Loper was Chief of the education division of the US foreign aid programme for the Philippines in Manila (1953-1957).
