Technical and Vocational Education and Training (ED/BLS/TVE)

The Section for Technical and Vocational Education and Training (TVET) leads UNESCO’s programme on TVET and skills development for the world of work. In close cooperation with UNESCO colleagues and partner organizations across the world, the Section coordinates the implementation of UNESCO’s Strategy for TVET (2010 to 2015). The Strategy contributes to ‘attaining quality education for all and lifelong learning’. The Section does this by promoting long-term solutions to enhance TVET relevance to individual and labour market needs and to contribute to inclusive and sustainable development.

UNESCO’s Strategy for TVET has three core areas:

  • provision of upstream policy advice and related capacity development
  • conceptual clarification of skills development and improvement of monitoring
  • acting as a clearinghouse and informing the global TVET debate

Corresponding activities include a series of TVET policy reviews conducted in cooperation with governments and national stakeholders, the development of monitoring and evaluation systems including the identification of relevant TVET and labour market indicators. UNESCO also contribute to global debate through the coordination of the Interagency Group on TVET, the organisation of international events such as the Third International Congress on TVET and participation to key debates in the field including the place of skills for the world of work in the post-2015 international education and development agenda.
