Using the slogan "Rights from the Start! Early Childhood Care and Education Now!", campaigners around the world will be raising their voices to mobilize support for early childhood care and education.

Organized annually by the Global Campaign for Education (GCE), a coalition of NGOs and teacher unions in over 100 countries, the campaign aims to raise awareness on Education for All (EFA). Global Action Week  2012 is focusing on Early Childhood Care and Education (ECCE), the first of the six EFA goals to be achieved by 2015.

In 2000, the international community committed to “Expanding and improving comprehensive early childhood care and education, especially for the most vulnerable and disadvantaged children” (Dakar Framework for Action, EFA Goal 1). Between 1999 and 2009, enrolment in pre-primary education has increased by 40% worldwide. However, more than half of the world’s children are still excluded from pre-primary education. Sub-Saharan Africa and the Arab States showed the lowest gross enrolment ratios, 18% and 21% respectively in 2009 (UIS data 2009).

UNESCO has actively supported Global Action Week  since its inception and calls on its partners and networks to engage in the campaign. As in other years, numerous activities will be organized by UNESCO  field offices and headquarters, within the framework of the follow-up to the World Conference on ECCE held from 27 to29 September 2010 in Moscow (Russian Federation).
