Definition of "Recognized Higher Education Institution" in the French Community of Belgium:

Higher education institutions (HEIs) which satisfy the criteria defined by the regulations can be recognised and subsidised by the French Community. The recognised HEIs are strictly identified in legal texts and can only organize study programmes in the fields for which they received an authorization according to the regulation. Therefore, only these HEIs can award recognised diplomas, which have academic as well as legal effects (in terms of access to regulated professions for example). Moreover, strictly speaking, there is no system of accreditation of HEIs in the French Community of Belgium.

    Agency for the evaluation of the quality of higher education (French)
    The Agency is responsible for evaluation procedures related to quality assurance of higher education in the French Community. The French Community adopted new measures (Act of 22 February 2008) aimed at reinforcing the structure and the independence of the Agency.

    Service of Equivalences (French)
    The Service of Equivalences is the competent body for the academic recognition of foreign diploma/degrees. The responsibility for “de jure” professional recognition relating to programmes leading to regulated professions is vested with the relevant Ministry and/or the professional organisations.

    The NARIC Centre is the contact/information point in charge of providing the Ministry and the Networks with information concerning recognition of foreign diplomas/degrees and credentials evaluation.

    The Service for loans and grants is responsible for the examination of loans and grants requests from students in secondary and higher education. Foreign students may also be granted with loans and grants, under specific conditions.

    Wallonia-Brussels International
    The Commissariat général aux relations internationales and the Division relations internationals (CGRI-DRI) isresponsible for the grant programme ‘Wallonia- Brussels International’. It is the competent body for international relations for French-speaking Federal entities in Belgium.

7. Cross-border higher education:

    The decree of 31 March 2004 allows higher education institutions (HEIs) to conclude cooperation agreements with Belgian or foreign higher education partners, for the organisation of studies which they are authorized to organize and the award of diplomas sanctioning these studies. Henceforth, the decree allows the participation, in complete legality, in the organization of joint degree and leaves HEIs the freedom to organise these programmes.
