International Jury 2015

The Jury for the UNESCO International Literacy Prizes meets once every year to assess nominations and make recommendations on the annual prizewinners. It consists of five independent members of different nationalities and both genders, appointed by UNESCO’s Director-General for a period of three years.
 
The Jury sends an assessment of nominations and accompanying recommendations to UNESCO’s Director-General no later than seven days after the completion of its deliberations.
 
The working language is English.
 
The current Jury members are:

HYANG KEUN SONG (Republic of Korea)

Dr Song has a PhD in Korean Language and Literature from the Korea University following his B.A in the same subject. He has been serving as Professor in the Division of Korean Language and Literature in Busan University of Foreign Studies since 1993. He is also the President of King Sejong Institute Foundation. Promoting for the Korean language in national and international associations, he had commendations from the Korean Minister of Culture, Sports and Tourism in 2009 and from the President of the Republic of Korea in 2012. He is the author of ‘Understanding of Research of Korean Language Education’ (2012) and ‘Study on Korean Alphabet with the perspective of Foreigners’ (2009).

YIMIN YUAN (China)

Mr Yuan is a specialist in institutional quality auditing, program accreditation and school system evaluation. He is also the Vice President and Research Fellow of Jiangsu Agency for Educational Evaluation. Holding two B.A degrees in English Language and Literacy from Nanjing Normal University, and in Education, from East China Normal University, Mr Yuan was the President of Jiangsu Society of Educational Evaluation between 2003 and 2011.

Currently, he is the board member of Evaluation Committee of China Higher Education Society and Jiangsu Education Association for International Exchange. He is also the founding member and coordinator of the Chinese Evaluation Network. Since 1985, he has been participating, coordinating, drafting, translating, delegating and sharing his experience in many UNESCO initiatives such as EFA monitoring reports, regional and international workshops and conferences on lifelong learning and quality of education.

Mr Yuan has been acting as the coordinator of Focal Points for UNESCO EFA Monitoring, in Jiangsu since 2010. He is the co-author of the recent books The Future of Evaluation (2015) and the author of Education Quality Assurance and Evaluation (2015). He has authored many papers on quality of education and its assurance in addition to advising in several research projects.

MARIA AURORA CARRILLO GULLO (Colombia)

A specialist in Literacy, Ms Carrillo Gullo has a B.A in Psychology and Pedagogy of the Universidad Pedagógica Nacional (UPN) and a Masters degree in Education from Universidad Javeriana.  Having designed the educational model “A Crecer” for vulnerable people in Arauca, which is still used by the Colombian Education Ministry for the illiterate population, she created the educational model “Transformemos Educando”, aimed at young people and adults in vulnerable communities. In 2010, she designed the “Transformemos Interactive System”, which incorporates new technologies for youth and adult education.

In 2011, during her post as CEO and educational director of the Transformemos Foundation, the city of Cartagena substantially reduced illiteracy by incorporating 28,000 youth and adults into formal education through her system. In 2012, the system was nominated by the International Council for Adult Education (ICAE) to the UNESCO Confucius Prize for Literacy and became one of the two laureates.  Ms Carrillo Gullo was honoured by the Women's Success Foundation in 2013, and was awarded an honorary degree from the Universidad Javeriana in 2014.

HELEN ABADZI (Greece)

Dr Abadzi spent 27 years as an education specialist at the World Bank, appraising, supervising, or evaluating investments and conducting policy dialogue. She is retired now, having held various positions involving expertise in education and evaluation design.  To make learning more efficient, particularly for basic skills in low-income countries, she used neurocognitive research.

She proposes actionable interventions for interested governments and donors. She is also experienced in financing and procurement issues and she had given numerous presentations for government and donor staff. In her distinctive academic career, she holds a PhD degree in Psychology from the University of Texas at Arlington and a PhD in Educational Administration from the University of Alabama.  She has several research and fellowship awards on educational and cross-cultural research, and extensive publications in the fields of education and psychology, as well as literacy, adult literacy, non-formal education for women and disadvantaged populations.

AMADOU WADE DIAGNE (Senegal)

Mr Diagne is an education specialist who started his career as a teacher and inspector in the Ministry of National Education in Senegal. He coordinated the Technical Support Unit and served as Technical Advisor to the Minister of Literacy and National Languages. Between 1993 and 1998, he directed a comprehensive literacy project “Priority Women” assisted by the World Bank.

Throughout his intensive career in education, he has served as director and consultant in numerous workshops, projects, reports on non-formal education and literacy in the African region, cooperating with national, regional and international organizations including the African Development Bank, ISESCO, UNESCO, and ADEA.
