Global EFA Meeting (GEM)
The annual Global EFA Meeting brings together representatives of UNESCO Member States, EFA convening agencies, United Nations and regional organizations, civil society organizations, bilateral agencies, the private sector, research institutes and foundations. Its main purpose is to critically assess progress towards EFA based on the EFA Global Monitoring Report and regional reports, to agree on tangible actions for follow-up and to prepare the future education agenda.
GEM 2014, Muscat, Sultanat of Oman, 12-14 May 2014
The 2014 GEM, hosted by the Sultanate of Oman, was the last global meeting of all EFA partners before the World Education Forum takes place in the Republic of Korea from 19 – 22 May 2015 marking the target date of the Dakar EFA goals. Over 250 participants attended the meeting including the Prime Minister of the Democratic Republic of the Congo, 20 education ministers and vice-ministers, as well as representatives from UN agencies, intergovernmental and non-governmental organizations, academics, researchers and other stakeholders.
During the meeting, participants reviewed commitments taken at the 2012 GEM, reflected on the actions required during the last part of the road towards 2015 and deliberated on a joint vision for education in the post 2015.
In their final statement, the “Muscat Agreement”, participants reaffirmed that "education is a fundamental human right" which must be put on the top of the global development agenda for the 2015 – 2030 period. They pledged to galvanize international support for the overarching goal to “ensure equitable and inclusive quality education and lifelong learning for all by 2030”, which provides a solid reference for negotiations on the post-2015 development agenda to feature a strong stand-alone education component.
