The Inter-agency Network on Education Simulation Models (INESM) is a network of development agencies that use Education Simulation Models (ESMs) to support the national education planning processes in developing countries.

These agencies include, among others, EFA-FTI Secretariat, UNDP, UNICEF, the World Bank, the Academy for Educational Development (AED), and UNESCO (including International Institute for Educational Planning - IIEP, and Pôle de Dakar).

The INESM website, hosted by UNESCO, is the result of a joint effort by INESM partners to improve collaboration on ESMs to the benefit of ministries of education, of finance and other education practitioners. This effort includes making the agencies' own models and countries¡¦ applications available on the web to provide users with a wide range of different simulation models.

The use of ESMs has increased in recent years, as countries and agencies apply them as planning tools to construct credible education plans and estimate the costs of their implementation. ESMs are also used to support evidence-based policy dialogue, informed policy-making and efficient resource management.

This interagency portal brings together a diversity of tools, expertise and experiences related to ESMs developed for various contexts and purposes of strategic and operational education planning. Conceived as a community of practice in education planning and management, the INESM will provide a clearinghouse for ESMs and promote mutual learning and regular interactions in the field of educational planning and resource projections.

The INESM website offers the following:

„X Explore: Users can learn about and download all the ESMs available in the database along with their descriptions and users¡¦ guides. Once registered, users can upload ESMs and receive feedback from other users. An interagency panel will validate uploaded ESMs before display on the site.
„X Share: It is also possible to post discussion topics and questions and obtain specific information on ESMs through the Forum section. In addition, the ESM Experiences section enables users to interact by sharing files and information on ESM development and implementation.
„X Learn: Users can access training modules and information on courses related to each ESM where available.
