Dr. Faiq Billal is Director of Science the Islamic Educational, Scientific and Cultural Organization (ISESCO) an affiliated body of the Organization of the Islamic Conference (OIC) having its headquarters at Rabat, Kingdom of Morocco.
Dr. Billal has 28 years of scientific and administrative experience in research and management to his credit and has the honour of implementing more then 1200 scientific programmes and projects around the world, covering a broad category of areas like science policy and innovation system, science education, technology capability building, environment protection, climate change, and water management programmes among others.
Dr. Billal has pioneered establishment of a number of institutions including the ISESCO Center for Promotion of Scientific Research (ICPSR), Islamic Citation Centre (ISC), Islamic Body on Ethics of Science and Technology (IBEST), Islamic Network of Women Scientists (INWS) and launched a number of projects and strategies of prime importance for the promotion of science and technology in the Islamic World. Dr Billal holds a PhD in Microbiology from King’s College, London. He started his career in 1983 as a lecturer. He joined as Assistant Scientific Adviser in the Human Resource Development Programme of the Ministry of Science and Technology in the Government of Pakistan in 1985.
Later, he served as Deputy Scientific Adviser in the International Liaison Wing of the Ministry. Dr. Billal has been awarded a number of prizes at international level in recognition of his pioneering work for promotion of science and technology globally.
