ADM Commission

26-29 October 2011 and 3 November 2011

The Administrative Commission will address matters relating to budget, finance, administration and human resource management of the Organization, notably:

  • Budgetary techniques for the preparation of C/5 documents;
  • The draft budget for 2012-2013 and provisional budget ceiling;
  • Audited financial statements;
  • Working Capital Fund;
  • Collection of contributions, payment plans and cash flow;
  • Implications of the application of International Public Sector Accounting Standards (IPSAS);
  • State and the governance of the Medical Benefits Fund (MBF);
  • United Nations Joint  Staff Pension Fund and UNESCO Staff Pensions Committee 2012-2013;
  • Staff Regulations and Staff Rules;
  • Human Resources Management Strategy for 2011-2016;
  • Management of the UNESCO complex, security issues and the Capital Master Plan.

It will also examine the implementation of the action plan for improved management of extrabudgetary funds, and the decentralization strategy.

The Administrative Commission will submit to the General Conference a report containing recommendations and draft resolutions for its consideration and approval. The President of the Administrative Commission will also report to the Plenary session separately on Item 1.3 concerning Voting Rights and on Item 4.4 concerning the provisional budget ceiling for 2012-2013.
