She worked as a Barrister and Solicitor for a New Zealand national law firm before joining the New Zealand Foreign Service. During her time in the Foreign Ministry she has served as Legal Adviser to the New Zealand Mission to the United Nations (where she was Vice Chair of the Sixth (Legal) Committee of UNGA), been Deputy Director of the Ministry's Legal Division, acted as Legal Counsel for New Zealand's free trade agreement with China, and appeared for New Zealand in the International Court of Justice in the Nuclear Tests case. 

Ms Hallum has a Bachelor of Laws and a Bachelor of Arts (Political Science) from the University of Canterbury and is admitted to the New Zealand Bar. She also holds an LLM from Victoria University of Wellington and an LLM in International Law from the London School of Economics, where she was a Commonwealth Scholar.
