VNIES, UNESCO and VVOB organize workshop on manpower forecasting in Viet Nam
22 October, Ha Noi - A workshop on Manpower Training in Viet Nam’s Economic Development and International Integration was held today in Ha Noi by the Manpower Training Needs Analysis and Forecast Center (MTNAFC) under the Viet Nam Institute of Educational Sciences (VNIES), with the support of UNESCO and VVOB.
The workshop provided an overview of manpower demands in response to economic development and international integration requirements in Viet Nam, shared experiences and providing an opportunity for participants to brainstorm different ideas among agencies, organizations and individuals in the course of effective manpower forecasting.
Viet Nam officially became a middle-income country as per classification of the World Bank in 2010. However, when it comes to meeting current socio-economic development and international integration requirements, Viet Nam still faces various challenges in infrastructure, investment and human resources, including in manpower quality. Therefore, Viet Nam’s Socio-Economic Development Strategy for 2011-2020 clearly puts forth the “rapid development of human resources, especially that of high quality, with a focus on radical renovation of the national education, and a strong linkage between the human resources development and science and technology production and application” as one of three breakthroughs for this goal.
The workshop provided an opportunity for participants to brainstorm on ideas that can guide further research in the field of manpower training needs analysis and forecasting. In-depth discussions were held in four sessions with a focus on:
- Demands for competent human resources in response to economic development and international integration;
- Status of manpower training and forecasting - training disciplines and specializations;
- Manpower training policies;
- Challenges and solutions in manpower forecasting and planning.
The workshop gathered about 100 policymakers, education managers, researchers and practitioners from the Ministry of Education and Training (MOET), Ministry of Labor, Invalid and Social Affairs (MOLISA) and Ministry of Planning and Investment (MPI), universities and research institutes, provinces and international development partners.
In her presentation on the 2012 Education for All Global Monitoring Report: Putting Education to Work, Ms. Sun Lei, Education Programme Coordinator from UNESCO Viet Nam, reiterated the importance of skills across all levels of education ranging from foundation skills, transferrable skills and technical and vocational skills. She quoted UNESCO Director-General Irina Bokova: “We are witnessing a young generation frustrated by the chronic mismatch between skills and work. The best answer to the economic downturn and youth unemployment is to ensure that young people acquire the basic skills and relevant training they need to enter the world of work with confidence. Many youth, and women in particular, need to be offered alternative pathways to education, so that they gain the skills to earn a living, live in dignity and contribute to their communities and societies.”
In her keynote speech, Ms. Mai Thi Thu, Director of the National Center for Forecast and Socio-Economic Information, MPI, stressed the importance of a national level manpower forecasting data and information system, as well as institutional coordination as key to a holistic approach to manpower forecasting.
Prof. Dr. Phan Van Kha, Director-General of VNIES, highlighted the importance of lifelong learning and continuous learning if Viet Nam will develop the high quality human resources needed for international and regional integration.
