In 2011, UNESCO Headquarters launched a pioneering research and action initiative, the UNESCO Culture for Development Indicator Suite, which aims to i) measure the contribution of culture to development processes and ii) inform and influence decisions taken by development actors at a national level. The Suite consists of a set of 15-20 indicators covering the economic, social, governance, communication, heritage, education and gender equality dimensions of culture and development.

A Methodology Manual is being produced to provide a detailed description of how to test the Indicator Suite. Among the first six countries to test the Suite is Viet Nam. This pilot is being facilitated by the cooperative efforts of the Viet nam General Statistics Office and UNESCO Viet Nam.

Initial revisions of the Suite will be completed at a meeting of international experts at the end of 2011 prior to a second test phase in 2012. Ultimately, the collected quantitative and qualitative data will be analyzed within the framework of thematic areas to clarify the interconnections between culture and development.
