Delivering as One

Viet Nam is one of eight countries participating in the UN’s Delivering as One (DaO) initiative, which seeks to provide more effective development assistance by harmonizing programming, management and operational practices while maintaining the distinct strengths of resident agencies in the country.

This consolidation of the UN country presence in Viet Nam is enacted through “six ones”: One Leader, One Plan, One Fund, One House, One Set of Management Practices and One Voice.

The central pillar of the DaO initiative is the One Plan. This singular planning framework aims to combine the work of all agencies to better support the country’s Socio-Economic Development Plan and the achievement of the Millennium Development Goals.

The coordinating mechanism of Viet Nam’s DaO process is the Programme Coordination Group (PCG). Each of the eight PCGs in Viet Nam is co-convened by a Government ministry and a UN agency and is responsible for jointly planning, implementing and monitoring and reporting on programmes in specific thematic areas.

UNESCO actively participates in five PCGs: Education, Sustainable Development, HIV, Gender and Natural Disasters and Emergencies. The agency co-chairs PCG-Education with the Ministry of Education and Training. UNESCO also provides the Secretariat for PCG Education and attends meetings of PCGs Governance and Social and Economic Development on a needs basis.

As participants in the DaO initiative, the UN Country Team, Government and donor community face a unique opportunity to provide a more effective and coherent response to the development needs of the people of Viet Nam.
