UNESCO will implement a new project on mobilizing film professionals for regional cooperation in Asia, focusing on Viet Nam, Thailand and Indonesia in 2019-2021, in close collaboration with national and regional partners, including the Ministry of Culture, Sports and Tourism, National Commissions for UNESCO, independent film professionals and civil societies in the field of film and cultural industries.

Indonesia, Thailand and Viet Nam have huge potential cinema market considering their rapidly rising middle class population. While each country has its specific needs and opportunities, all share common challenges that require policy actions nationally and regionally. This project will serve to enhance new opportunities for policy review, local and diverse content creation, artists mobility, professional development, market access and co-production mechanisms.

The project will address the followings among many challenges:

(i) The lack of coherent policies and strategies to support the film sector, including film co-production agreements, women in the film industry and the impact of digital on the film sector. This project will be comprised of country-level activities and regional actions to promote regional cooperation in the film sector and explore relevant public policy responses (digital platforms with lower production costs, for example), networking and exchange activities.

(ii) The copyright infringement and barriers hindering filmmakers’ artistic expressions: This project will raise awareness about the fact that films have not only economic but also cultural values that the production of diverse films including domestic independent/art films must be encouraged in order to ensure that people have access to a variety of works.

Work assignment:

Under the overall authority of the Head of UNESCO Ha Noi Office and under the technical supervision of the Culture Programme Coordinator, the selected National Project Associate will plan, implement, coordinate and monitor the project on mobilizing film professionals for regional cooperation and undertake the following assignments:

Coordinate the implementation of the project supporting film industry and regional film cooperation, ensuring the achievement of the project objectives, implementation of the proposed activities and production of the outputs/deliverables as per the approved project document and work plans, including following up and reporting progress;

- Manage the financial and administrative aspects of the project and make revisions of the work plans and budget in the course of implementation as necessary;

- Organize individual activities, support the mobilization of experts, both from the UNESCO and outside national and international consultants;

- Coordinate and supervise logistical arrangements related to the project implementation in close consultation with the government counterparts, including the National Commission for UNESCO, Ministry of Culture, Sports and Tourism; relevant private sector, civil societies and film professionals;

- Assist in conduction of specific technical tasks in order to achieve the project objectives linked to the implementation of the work plans under the project;

- Work with the communication officer to provide regular inputs about the project activities for website and other visibility means;

- Ensure all key stakeholders including the relevant departments in the MOCST, National Commission for UNESCO are informed on a regular basis on progress of the project;

- Report on the progress of activities/expenditures on a quarterly basis to the Culture Programme Coordinator and Head of Office (submission of a quarterly report);

- University degree (Bachelor or equivalent) in Culture management, Films and Cinematography, Creative contents, Culture and events management, Social Sciences, Political Science, International Development or other related fields; specializations in culture, films and arts are most desired;

Work experience

- At least three (3) years of relevant professional experiences in working on culture issues;

- Sound knowledge of the major development issues with regards to cultural industries, creative contents and gender equality in Viet Nam;

- Good knowledge of Media and Communications;


- Strong interpersonal and networking skills;

- Highly organized and self-motivated;

- Capacity to collaborate and positively engage with a range of partners and beneficiaries, including national/local authorities as well as key stakeholders in civil society, national and international NGOs;

- Demonstrated personal sensitivity and commitment to the values and principles of equity, gender equality and cultural diversity;

- Excellent computing skills including MS Word, Excel, PowerPoint, Outlook and related programmes; and

- Prior work experience in the UN or film industry is an asset.


- Excellent written and spoken English.

- Excellent written and spoken Vietnamese.
