Analytical studies on Zimbabwe’s education sector

After the signing of the Global Political Agreement in 2008, UNESCO undertook to support two studies to address two issues through a Baseline study on the status of human capital development and training institutions in Zimbabwe (covering the Ministry of Higher and Tertiary Education) and a study on Costs and Financing of Education (covering both MHTE and Ministry of Education, Sport, Arts and Culture.)

The objective of the studies was to generate accurate and comprehensive data that can be used to inform the needs assessment, and provide the basis for evidence-based policy development.

In order to ensure ownership of the results generated by the studies and thus enhance the likelihood that recommendations will be implemented, both studies were conducted by Ministries themselves with technical support from UNESCO Harare.  The ADEA Working Group on Education Management and Policy Support (WGEMPS) also provided technical support to the baseline study.

Data collection for both studies has been completed and draft reports were produced. The results of the baseline are currently being internally reviewed by senior management of MHTE to ensure accuracy of interpretation.  MHTE are also taking this opportunity to sensitise its officers on the issues that MHTE should immediately begin to focus on. The study on costs and financing of education is also currently being reviewed, and both should be finalised within the next 4 to 6 weeks.
